Restored competitiveness

The performances of HSC cargo ships are superior to those of the road transport

The road transport represents 80% of the intra-European streams of goods transport. The standards of the road transport thus naturally stood out as quality standards for goods transportation.

Other transportation modes like rail or sea transport thus have to offer better performance in terms of economics as for the environmental protection if we want that the industrialists and the distributors adopt them. The sea transport with HSC fast cargo ships joins well in this logic.

So, the road hauliers can benefit from additional maritime services to the "all long-distance haulage", particularly on the long distances, while restoring their profit margins.

Long-term perpetuity of Ro-Ro services with HSC ships

The Hub System provides traction prices on average by 10% to road traction. The road carrier can retain or restore his margin, which is necessary in a business where margins are known to be very low.

Moreover, the cost of the "HSC" fast ship consists of fixed charges amounting to about 45%, so any fare increases will be more moderate than in other modes and the current competitiveness will increase year after year.

The cost of fuel, which is rightly concerned, is comparable to that of road traction. Thus, changes in the price of an oil barrel has no effect on the competitiveness of the "Hub System" in relation to the road, either upwards or downwards.

The «Hub System» preserves the environment

In spite of its qualities, the road transport crowds roads and generates a relatively strong negative impact on the environment.

The "Hub System" gives long-distance truck drivers a more ecological mode. This system is very adapted to the long distances as it avoids zones of populating and congestions.

The hauliers thus regain a "ecological legitimacy" which the abuses of "all long-distance haulage" had made them lose.

The standards of the European Commission

The European Commission has begun detailed researches on this subject and published a document entitled "External costs" taken back below.

The MARCO POLO program of the Commission refers to a methodology of evaluation of the environmental efficiency of the projects which are submitted to it. This method demonstrates that the "HSC" maritime line is more effective than the corresponding road lines, particularly for long distances.

The quoted example refers to a project of high speed sea link between Norway (Drammen) and the North of France (Boulogne-sur-Mer); the calculation ends in "environmental and social profit" of 58 million Euro in favour of the envisaged HSC connection.

DOVER (UK) / FERRY

LD Lines announces a new ferry service between Boulogne and Dover starting on the 1st of july, 2009

(July 2008)

The Chamber of Commerce of Boulogne in charge of the Port, announced the starting of a new Ro Ro and ferry line between the ports of Boulogne and Dover, operated by LD Lines.

Scheduled on July 1st, 2009, this service will inaugurate the new Ro Ro terminal of the Port of Boulogne and the development of the Hub which constitute an investment of about 35 million euro on 20 hectares of ground by the Chamber of Commerce.

The second phase of construction including the addition of a new gangway will be finished in 2010. The new terminal will receive both conventional ships and fast ferries.

"This represents a major stage in the development of the future port of Boulogne and reaffirms our will to generate and to develop again the port activities by becoming an inescapable actor of the transmanche freight activity , " says Francis Leroy, President of the Chamber of Commerce of Boulogne.

"The new Ro Ro terminal and the beginning of the new transmanche service of LD Lines from Dover should generate 150 new jobs, mainly in the port of Boulogne. "

Freight and passengers transport, including buses, cars and pedestrians, will be assured by this new service.

4 daily departures are planned with an 1:45 hour average time of crossing; the ship which would assure this line could be the "Norman Spirit". The ship has a capacity of 1850 passengers, 700 cars and 110 trucks and is for now used on the line Havre - Portsmouth operated by LD Lines.

"The arrival of the company on the transmanche strait zone marks a major stage of the expansion of the LD Lines network and the exploitation of the new port of Boulogne constitutes an excellent commercial potential ", adds the General manager of LD Lines, Christophe Santoni.

"For the first year, we think of transporting a volume of 120 000 trucks, 130 000 cars and 300 000 passengers, who will constitute a solid base in the growth to come from the service and from the new port of Boulogne. "

LD Lines annonce un nouveau service ferry entre Boulogne et Douvres à partir du 1er juillet 2009

La Chambre de Commerce de Boulogne en charge du Port, a annoncé la mise en service d'une nouvelle ligne Ro Ro et ferry entre les ports de Boulogne et de Douvres opérée par LD Lines.

Programmée au 1er juillet 2009, ce service inaugurera le nouveau terminal Ro Ro du Port de Boulogne et le développement du Hub qui constituent un investissement de près de 35 millions d'euros sur 20 hectares de terrain par la Chambre de Commerce.

La seconde phase de construction comprenant l'ajout d'une nouvelle rampe sera achevée en 2010. Le nouveau terminal pourra accueillir des navires conventionnels et des ferries rapides.

“Cela représente une étape majeure dans le développement du futur port de Boulogne et réaffirme notre volonté de générer et développer à nouveau les activités du port en devenant un acteur incontournable de l'activité fret transmanche, “ annonce Francis Leroy, Président de la Chambre de Commerce de Boulogne.

“Le nouveau terminal Ro Ro et le lancement du nouveau service transmanche de LD Lines au départ de Douvres devrait générer 150 nouveaux emplois dont une majorité dans le port de Boulogne.”

Les transports fret et passagers, incluant cars, voitures et piétons, seront assurés par ce nouveau service.

4 départs quotidiens sont prévus avec un temps de traversée moyen d'1h45 ; le navire qui assurerait cette ligne pourrait être le “Norman Spirit”. Le navire a une capacité de 1850 passagers, 700 voitures et 110 camions et est actuellement utilisé sur la ligne Le Havre – Portsmouth opérée par LD Lines.

“L'arrivée de la compagnie sur la zone du détroit transmanche marque une étape majeure de l'expansion du réseau LD Lines et l'exploitation du nouveau port de Boulogne constitue un excellent potentiel commercial ”, ajoute le Directeur Général de LD Lines, Christophe Santoni.

“Pour la première année, nous pensons transporter un volume de 120 000 camions, 130 000 voitures et 300 000 passagers, qui constitueront une base solide dans la croissance à venir du service et du nouveau port de Boulogne.”

Compétitivité par rapport à la route.

La compétitivité restaurée

Les performances des cargos HSC sont supérieures à celles du transport routier

Le transport routier repésente 80% des flux de transport intra-européens de marchandises. Les normes du transport routier se sont donc naturellement imposées comme standards de qualité pour le transport de marchandises.

Les autres modes comme le rail ou le transport maritime doivent donc offrir de meilleures performance en termes économiques comme pour la protection de l'environnement si l'on veut que les industriels et les distributeurs les adoptent. Le transport maritime avec cargo rapide HSC s'inscrit bien dans cette logique.

Ainsi, les transporteurs routiers pourront bénéficier de services maritimes complémentaires au « tout routier », en particulier sur les longues distances, tout en restaurant leurs marges bénéficiaires.

Pérennité à long terme des services Ro-Ro avec navire HSC

Le « Hub Système » permet d'offrir des prix de traction en moyenne inférieurs de 10% à la traction routière. Le transporteur routier peut donc conserver ou restaurer sa marge, ce qui est nécessaire dans une activité où les marges sont connues pour être très faibles.

Bien plus, le coût du navire rapide « HSC » est constitué de charges fixes à hauteur de 45% environ ; ainsi les éventuelles augmentations tarifaires seront plus modérées que dans les autres modes et la compétitivité actuelle se renforcera année après année.

Le coût du carburant, dont on s'inquiète à juste titre, est comparable à celui de la traction routière. Ainsi, l'évolution du prix du baril de pétrole est sans effet sur la compétitivité du « Hub Système » par rapport à la route, que ce soit à la hausse ou à la baisse.

Le « Hub Système » préserve l'environnement

Malgré ses qualités, le transport routier encombre les routes et génère un impact négatif relativement fort sur l'environnement.

Le « Hub Système » met à la disposition des routiers un mode plus écologique. Ce système est très adapté aux longues distances ; il évite zones de peuplement et encombrements.

Les transporteurs retrouvent ainsi une « légitimité écologique » que les abus du « tout routier » leur avait fait perdre.

Les normes de la Commission Européenne

La Commission Européenne a entrepris des recherches détaillées sur ce sujet et a publié un document intitulé « External costs » repris ci-dessous.

Le programme MARCO POLO de la Commission se réfère à une méthodologie d'évaluation de l'efficacité environnementale des projets qui lui sont soumis. Cette méthode démontre que les lignes maritimes « HSC » sont plus efficaces que les liaisons routières correspondantes, en particulier sur les longues distances.

L'exemple qui est cité se réfère à un projet de liaison maritime à grande vitesse entre la Norvège (Drammen) et le nord de la France (Boulogne-sur-Mer) ; le calcul aboutit à un « bénéfice environnemental et social » de 58 millions d'Euros en faveur de la liaison HSC envisagée.
